The military, in power from 1968 to 1980, continues to exert a direct and powerful influence in politics. Many of Peru's Andean regions are under direct military rule, the only means by which the state can combat the terrorist activities of "Sendero Luminoso." Rule in these regions can be brutal. Amnesty International has reported cases of whole villages being punished for allegedly siding with "Sendero Luminoso." In the same way, "Sendero Luminoso" terrorizes villagers who side with the army.
Most arms procurement by the armed forces is from the USA. Recent budgetary problems have, however, left the army under-equipped.
